I've always felt that individual hotel allocations should not be granted (even though I do not object to the Goodyear or Cup. Village per se) until we have a general allocation for the City as a whole, so that rooms can be allocated fairly and according to objective needs. The hotel allocation of course depends on a general office allocation for Cupertino, which logically should come first.
